The North Carolina State Bureau of Investigation and the Yadkinville Police Department have worked together leading to the arrest of Johnny W. Groce, 57, of Yadkinville, Justin N. Martin, 29, of Yadkinville, and Bobby C. Privette, 39, of Hamptonville on charges of bid rigging.

“We received a complaint about [the case] and we contacted the State Bureau of Investigation and they took the lead on it,” said Tim Parks, Yadkinville Police Department Police Chief. “Our officer and the SBI agent worked together and our officer made the arrest.”

Parks said that bid rigging was not something that the police department is very familiar with.

“We haven’t dealt with many cases of bid rigging so that’s one of the reasons that we called in the SBI to help,” Parks said.

According to the definition listed on United States Department of Justice Web site, bid rigging is the way that conspiring competitors effectively raise prices where purchasers – often federal, state, or local governments – acquire goods or services by soliciting competing bids.

According to site, this essentially means that the competitors agree in advance who will submit the winning bid on a contract being let through the competitive bidding process. The site also says that it is not necessary that all bidders participate in the conspiracy.

Groce is listed as an agent for the Yadkin County agency in the North Carolina Farm Bureau Insurance Group and Martin is listed as an associate agent for Carney & Company Insurance Services, Inc. or Nationwide.

Groce, Martin and Privette were each released on $5,000 unsecured bonds. They each have court dates on Oct. 24.
